Weekly allowances
How much each distributor may order this week, how much they have used, and the demand behind the figure. Twice their average weekly demand, with a floor of six. Monday to Sunday, no carry-over.
Held for approval
Quantity stripped from an order because it exceeded the distributor's weekly allowance. Each one is held for 24 hours: approve it into Top-D, cancel it, or let it lapse.

What to hold, what to buy, and what is not moving. Targets are computed from thirteen years of demand; stock and cost are read from M3.
